The 2018 Capital Referendum for the City of Newark was held on Tuesday, June 19. Official results as certified by the Election Board on Thursday, June 21 are as follows

The certified results will be submitted to City Council at their regularly scheduled July 9, 2018 meeting.
Following an affirmative vote by Council this January, the City began taking the necessary planning steps regarding a possible referendum to be held on Tuesday, June 19. The referendum will address the ability for the City to seek approval to borrow money for several capital projects, including the proposed stormwater pond project at the former Rodney dorm site.
The referendum process is defined in section 407.2 of City Charter and a timeline regarding the current proposed referendum is outlined below:
- April 23rd, resolution to set public hearing for referendum question(s)
- May 14th, Public hearing for referendum question(s)
- May 29th through June 18th, Newspaper advertising window and other public outreach on finalized referendum questions
- June 19th, referendum date
- June 21st, Election results certified by Board of Elections
- July 9th, Regular council meeting where election results can be certified by Council; certification meeting can be held as early as June 28th if desired.
Voters will be asked to vote for or against the bond/certificate of indebtedness issue for the following projects:
- Rodney Stormwater Facility - $6,500,000
- Rodney Park Amenities - $2,500,000
- 2018-2022 Water/Sewer Capital Improvement Program (CIP) Projects - $15,625,000
- 2018-2022 Capital Improvement Program (CIP) Projects - $3,000,000

Town Hall Forums
To ensure voters eligible to participate in the referendum are well-informed, the City hosted a series of town hall forums to educate the public on the various capital projects that may be included in the referendum vote and the financial impact associated with approving or rejecting the referendum.
• Monday, April 16, from 6:30 - 8 p.m. at the George Wilson Center, 303 New London Road, Newark
• District 3: May 1 from 6:30 – 8 p.m. at the Pilgrim Baptist Church at 1325 Barksdale Road
• District 6: Wednesday, May 9, from 7 – 8:30 p.m. at the Temple Beth El, 301 Possum Park Road, Newark
• Tuesday, May 22, from 6:30 - 8 p.m. at the Newark Senior Center, 200 White Chapel Drive, Newark
• District 1: Thursday, May 31, from 6:30 – 8 p.m. in Council Chamber, 220 S. Main Street, Newark
• District 2: Tuesday, June 5, from 6:30 - 8 p.m. at the Newark Senior Center (Hosted by Councilman Jerry Clifton, District 2)
• District 4: June 6 from 6:30 – 8 p.m. in Council Chamber
• Thursday, June 7, from 6:30 - 8 p.m. in Council Chamber, 220 S. Main Street, Newark
• District 5: Thursday, June 14, from 6:30 – 8 p.m. at the George Wilson Center, 303 New London Road, Newark

Voter Information
A 16-page, full-color magazine will be mailed to the homes of registered voters in early June. A copy of that magazine is available electronically by clicking on the image.
The city referendum election is to be held on Tuesday, June 19, 2018. Polls open at 7:00 a.m. and close at 8:00 p.m. The polling places for the election are as follows:
- District 1 - Wesleyan Church of Newark, 708 W. Church Road
- District 2 - Aetna Fire Station #8, 410 Ogletown Road
- District 3 - Aetna Fire Station #7, 7 Thorn Lane
- District 4 - First Church of Christ, Scientist, 48 W. Park Place
- District 5 - First Presbyterian Church, Memorial Hall, 292 W. Main Street
- District 6 - First Church of the Nazarene, 357 Paper Mill Road
- Non-resident property owners - Council Chamber, Newark Municipal Building, 220 S. Main Street
