Rental Permits

The City of Newark requires all properties that are not owner-occupied but are leased to a tenant to acquire a yearly rental permit. The City also requires owner-occupied properties that let rooms out to more than two people, unrelated to the owner, to obtain a rental permit. These permits are used to ensure rental properties are free of visible life safety issues through mandatory exterior and common area inspections and voluntary interior inspections.

If you have questions on the areas and/or the number of tenants you are allowed, please call the department at (302) 366-7000 for more information.

If a rental permit holder is going to discontinue renting and would like to cancel their rental permit, they should contact the Code Enforcement Division at bldgpermitsandlicenses@newark.de.us or 302-366-7000 for a discontinuation form. Additionally, any change of ownership of a rental property regardless of relationship between the old and new owners requires an updated rental license application.
