Per the hybrid meeting provisions as provided in 29 Del. C. §10006A, City Council will be meeting in person with remote access via Microsoft Teams at the following link: https://newarkde.gov/publicmeetings

The following statement is read and enforced at all Council Meetings: 

"Good evening. I am Mayor Travis McDermott, chairing tonight’s hybrid meeting via Microsoft Teams. To ensure a smooth proceeding, council has established the following protocol:

For each agenda item, the assigned staff will present first. For land use applications, public comments will be invited after presentations and before Council remarks. For all other items, Council will comment after the presentation, followed by public comments. Council members wishing to speak again should ask the chair to be recognized.

In-person attendees wishing to comment should sign up, utilizing the signup sheet, near the entrance. Virtual attendees should use the Teams hand raising feature. Microphones will remain muted until speakers are called upon. Comments are limited to three minutes, with no ceding of time. Speakers must state their name and Council District or address prior to comment.

Remote Council members will be polled for audible votes; visual votes are not accepted.

Please mute microphones and speakers if attending via Teams in the room. Council members at the dais should mute unless speaking.

Public comments must relate to City business or an agenda item. Violations will receive a warning; repeated violations may result in removal or muted microphone.

The City has zero tolerance for hate speech or vulgar language, which will lead to immediate removal or muting of the microphone.
