Landlord Residential Parking Permit Application

    This application is only for landlords/property management companies who have eligible properties located in Residential Parking Permit Zones requiring on-street parking permits.

    These permits grant temporary on-street parking to owners and representatives actively conducting business at their rental properties. These passes are not for tenants or long term parking.

  4. Please note, we may request the owner or legal representative fill out this form.
  5. Please list all names the properties may be listed under. This allows us to search to find a full listing of rental properties that may fall into Residential Parking Zones.
  6. Please list at least one. If you have multiple eligible rentals, you do not need to list them all, we will use the LLC and owner names provided to see what other zones you will be permitted to park in.

  7. Do you have existing permits in your possession that are legible and intact?*
  8. Confirm the numbers of any existing permits still in your possession and that are able to be renewed. If you need any replaced please indicate how many.

  9. Terms

    You are attesting that you are the authorized repressive or legal owner -- allowed to apply and oversee any landlord permits issued to said properties.

    By participating in the Residential Parking Permit Program, you are acknowledging that you understand and agree to obey all City ordinances regarding the Residential Parking Permit Program (RPPP). It is your responsibility to inform all representatives on the proper use and rules of any permit(s) issued to them. 

    This application is not a guarantee of participation or approval for permits.

    Rules:

    • Landlord permits are strictly for use by the property owner, manager, and authorized representatives actively conducting business at the rental property.

    • Only to be used for short term visits to rental properties. They are not allowed to be used for commuting, overnight parking, or for purposes outside of visiting the rental property.

    • If there is long-term maintenance or construction being planned at the property (in excess of two days), please contact the Parking Division at (302) 304-9920 to let us know so we can make arrangements for contractor vehicles.

    • Permits cannot be gifted, sold, or duplicated. 

    • The vehicle must park as close to the house as possible, where the nearest open spot can be found. 

    • The permit only allows a vehicle to park on-street in a authorized zone. 

    • No overnight parking allowed unless approved by the Parking Division.

    • The landlord passes are not to be given to tenants

      Tenants need to apply for their own permits and should contact the Newark Parking Division to inquire about their eligibility. They can fill out an application at: https://newarkde.gov/FormCenter/Parking-Forms-4/City-of-Newark-Delaware-Residential-Park-41
      (Subject to review and approval. Applying is not a guarantee of eligibility).
    • The permit can only be used in assigned zones where your rental properties are located. Please inform Parking if additional properties are acquired for zones not already covered by current properties. 

    • Permits that have expired and are not intended to be renewed should be destroyed or returned to the Parking Division office.

    • The permit holder is responsible for contacting the Parking Division regarding any changes to their status (stolen or missing permits, change of home ownership, etc..). Failure to do so may result in fines.

    • Vehicles displaying the permit are still responsible to follow all other city ordinances regarding traffic and parking. The owner of a vehicle will be responsible for any citations issued.

    • Any misuse or abuse of the Residential Parking Program will result in fines and penalties. This includes, but is not limited to, having RPP privileges revoked.

      If requested by a city official, a permit must be surrendered upon request.
