Property Taxes
Newark residents pay real estate taxes based on the assessed value of their homes, as determined by New Castle County’s Assessment Office. New Castle County property assessments are based upon 1983 property values. When a certificate of occupancy is issued after a building is constructed or improved, an assessor visits the property to determine the new assessment rate. The property assessment determines the amount of your property tax bill, as well as your school district’s tax bill.
Appealing an Assessment
Those whose property is reassessed and who believe the new assessment is in error may appeal the assessment. New Castle County’s Board of Assessment Review hears and makes ruling on these appeals. To appeal a real estate assessment, please call New Castle County at (302) 395-5520.
Property Tax Rate
The City of Newark’s 2023-2024 property tax rate is $0.9815 per $100 of assessed value.
Annual Tax Bills
- Annual tax bills are issued in July, and must be paid by September 30 to avoid a penalty.*
- Whenever an owner changes their billing address, they need to notify the tax office directly.
- Any property owner who does not have a mortgage escrow account or does not receive an annual bill by August 15 should notify the tax office.
For more information, or if you have any questions about your city property tax bill, please contact the Finance Department by email at tax@newark.de.us or you may call (302) 366-7000.
*Mortgage companies are required to submit a list of all properties on which they hold mortgages. Tax amounts are provided to service companies that most mortgage companies contract with to process tax payments. Tax bills are mailed to the property owner at their last known address. The City of Newark is not responsible for mailing addresses that have not been updated with the New Castle County tax billing office. Past due notices are mailed each quarter.
Assessment Exemptions
If you are a senior citizen, disabled veteran, or disabled, you may qualify for a partial real estate assessment exemption. There are certain age and income requirements that you must meet to qualify. The real estate assessment exemption process is managed by New Castle County’s Office of Assessment. Once a Newark resident qualifies with the County for a property tax exemption by completing and submitting the applications (links below), they would also receive the same exemption on their Newark tax bill.
